Fire risk assessments in Oxford and Oxfordshire

Garrison FM carries out fire risk assessments in Oxford and across Oxfordshire, with HMOs and student housing a large part of the work in the city. Oxfordshire Fire and Rescue Service enforces the Fire Safety Order in the county. Oxford City Council's renewed additional licensing scheme, in force from 25 June 2026, covers smaller HMOs across the whole city.

Who enforces fire safety in Oxfordshire

Oxfordshire Fire and Rescue Service is part of Oxfordshire County Council and enforces the Fire Safety Order. It helps businesses comply first and keeps formal action and prosecution for the most serious or repeated failures. Enforcement notices go on the national register kept by the National Fire Chiefs Council.

Oxford's HMOs and licensing

Oxford City Council estimates that about 1 in 5 Oxford residents live in an HMO. Its first city-wide additional licensing scheme ran from 10 June 2021 to 9 June 2026. Cabinet approved a new designation on 18 March 2026, which runs from 25 June 2026 to 25 June 2031 across the whole city.

The renewed scheme covers HMOs with 3 or 4 occupiers, all self-contained flats that are HMOs, and section 257 HMOs, which are converted blocks of flats, where they are mainly or wholly tenanted. Larger HMOs need a mandatory licence as before.

Oxford's building stock

At the 2021 Census, 32.2% of Oxford households rented privately, against 20.5% across England, and 24.1% lived in purpose-built flats. About 21,200 people lived in communal establishments such as student halls and care homes. Purpose-built student accommodation and HMOs are assessed to BS 9792:2025, and care homes to PAS 79-1:2020.
