Fire risk assessment services

A fire risk assessment from Garrison FM is a site visit and written report that meets the duty in article 9 of the Regulatory Reform (Fire Safety) Order 2005. Housing is assessed to BS 9792:2025 and other premises to PAS 79-1:2020. Prices start at £295 ex VAT and the report arrives within 5 working days of the visit.

What is included

Every Garrison FM fire risk assessment covers these areas, recorded in full in the written report.

  • A site visit by a qualified, registered fire risk assessor
  • Escape routes, travel distances, stairs and final exits
  • Fire doors, including a sample of flat entrance doors in blocks of flats
  • Compartmentation where it can be seen without opening up the structure
  • Fire detection and alarm, emergency lighting and signage, including their test and service records
  • Sources of ignition, fuel and housekeeping
  • Fire safety management: the evacuation strategy, staff training, drills and record keeping
  • Firefighting equipment and facilities for the fire and rescue service
  • A written report with findings, an overall risk rating and an action plan with a priority for each action
  • The assessor's and reviewing assessor's names, as required since 1 October 2023
  • Review by a second senior assessor before issue

What is not included

The scope limits below apply to every assessment unless agreed in writing before the visit.

  • Opening up walls, ceilings, floors or service risers. Assessments are non-destructive unless intrusive work is agreed in writing before the visit.
  • External wall appraisals under PAS 9980:2026. We record what can be seen of the external walls and refer you to a specialist when an appraisal is needed.
  • Testing fire alarm, emergency lighting or sprinkler systems. We check the test and service records.
  • Entering individual flats, unless a Type 3 or Type 4 assessment is agreed and quoted.
  • Structural, asbestos, electrical or gas surveys.
  • Remedial works. We list what needs doing and by when.

Garrison FM follows the BSI code of practice that matches the building. The law requires a suitable and sufficient assessment and does not name a standard.

What we need from you

Send what you have. Missing records are noted in the report.

  • Who the responsible person is, and a UK address for notices
  • Access to all common parts, plant rooms, riser cupboards, bin stores and the roof where safe
  • The current or previous fire risk assessment
  • Floor plans or a fire strategy drawing, if you have them
  • Fire alarm, emergency lighting and fire extinguisher service records
  • Any fire door inspection records
  • Building height and the number of storeys, flats or rooms
  • Any external wall appraisal (FRAEW) or cladding information
  • Known residents or staff who would need help to evacuate

Questions about fire risk assessments

Which standard does Garrison FM use?

Garrison FM assesses housing, including blocks of flats, HMOs and supported or sheltered housing, to BS 9792:2025. All other premises, including offices, shops and care homes, are assessed to PAS 79-1:2020. Both are BSI codes of practice. The law requires a suitable and sufficient assessment and does not name a standard.

What is the difference between a Type 1 and a Type 3 fire risk assessment?

BS 9792:2025 defines 4 types for housing. A Type 1 covers the common parts only and is non-intrusive, with a sample of flat entrance doors. A Type 3 also covers the inside of flats, still non-intrusive. Types 2 and 4 add intrusive inspection. Garrison FM prices for blocks of flats are for a Type 1. Other types are quoted.

Can I do my own fire risk assessment?

Yes, if you are competent to do it. GOV.UK guidance says the responsible person can carry out the assessment using the government guides, or appoint a professional if they lack the expertise or time. A fire risk assessment for a block of flats, an HMO or a care home usually needs specialist knowledge of compartmentation, doors and evacuation.

What happens if a building has no fire risk assessment?

The fire and rescue service can issue an enforcement notice or a prohibition notice. Under article 32 of the Fire Safety Order, conviction on indictment can lead to an unlimited fine, up to 2 years in prison, or both. Since 1 October 2023 the assessment must also be recorded in writing.

Does the assessment cover cladding and external walls?

The assessor records what can be seen of the external walls. A full appraisal of external wall construction under PAS 9980:2026 is specialist work outside Garrison FM's scope. When the assessment finds that one is needed, we say so in the action plan and refer you to a specialist.
