Short answer
A fire risk assessment from Garrison FM costs from £295 ex VAT for a small office or shop, from £325 for the common parts of a small block of flats and from £395 for an HMO, in 2026. The price depends on the size and height of the building, the type of assessment, and how the occupants would be evacuated. Care homes and larger or higher-risk buildings are priced by quote.

Each price includes the site visit, the written report, the action plan and a review of the report by a second senior assessor. The report arrives within 5 working days of the visit.
What changes the price of a fire risk assessment?
Price follows the time an assessor needs on site and at the desk. These factors change it most:
- Floor area and storeys. More floors mean more stairs, lobbies and compartments to inspect.
- Number of flats, rooms or occupants. An HMO with 8 bedrooms takes longer than one with 4.
- Type of assessment. A Type 1 assessment of common parts is non-intrusive. Types 2 to 4, which add intrusive inspection or access to flats, take longer and are quoted.
- Sleeping risk and evacuation. Care homes, where residents need help to leave, need a closer look at compartments, staffing and personal evacuation plans.
- Records. Missing plans or service records mean more time on site working out what is installed.
- Access and travel. Buildings that need several visits to reach every area cost more.
What is not included in the price?
- External wall appraisals under PAS 9980:2026. These are specialist work, and Garrison FM refers them on.
- Opening up walls, ceilings or floors. Intrusive inspection is quoted separately and agreed in writing.
- A full survey of every fire door. A fire risk assessment includes a sample; a fire door inspection records every door.
- Remedial works. The action plan lists what needs doing; the work is priced by the contractor who carries it out.
What should a fire risk assessment quote include?
Quotes are easier to compare when each one states the same things. Check that any quote, from Garrison FM or anyone else, sets out:
- The standard the assessment follows: BS 9792:2025 for housing or PAS 79-1:2020 for other premises
- The type of assessment, for example a Type 1 common parts assessment for a block of flats
- That the report will name the assessor and their organisation, as the law has required since 1 October 2023
- The time from visit to report
- Whether a second assessor reviews the report
- What is excluded, and whether VAT is added
Is VAT added?
Garrison FM prices are shown excluding VAT. VAT is added to the invoice. Ask for the VAT-inclusive figure when you enquire if you need it for a budget or a service charge estimate.
Can the cost go on the service charge?
Whether a landlord or management company can recover the cost of a fire risk assessment through the service charge depends on the terms of the lease. Check the lease, or take advice from a solicitor or the Leasehold Advisory Service. Garrison FM does not advise on lease terms.
How often will I need to pay for one?
The law sets no fixed interval. Article 9(3) of the Fire Safety Order requires a review regularly and after any significant change. A review usually costs less than a new assessment because the assessor starts from the existing findings.
